When a developing roller 17 is cleaned, a potential difference (effective bias) between the developing roller 17 and a second charger 19 is set to about 200 V (the developing roller 17 is higher). In the place where the developing roller 17 and second charger 19 are disposed opposite to each other in this state, positively charged toner in liquid developer is moved from the developing roller 17 (the deeper layer side of the liquid developer) toward the second charger 19 (the surface side of the liquid developer). Accordingly, when an area on the developing roller 17, opposite the second charger 19, reaches, due to the rotation of the developing roller 17, the place where the area is in contact with a residual developer removal blade 21, toner particles moved to the surface layer side of the liquid developer is efficiently removed by the residual developer removal blade 21.
