To suppress formation of a toner aggregate at a top end of a jump electrode member when a latent image is developed by allowing toner to jump by an oscillation electric field between a toner holding body and the jump electrode member to stabilize a toner amount moving toward the image holding body for a long period of time.
A developing device includes: a toner holding body 3, which is disposed opposing to an image holding body 1 holding an electrostatic latent image and rotates while holding a toner T on the outer circumference surface; a jump electrode member 4 which is spaced apart and opposing to the toner holding body 3, and causes an oscillation electric field Es to act where the toner T on the toner holding body 3 is caused to jump between the electrode and the toner holding body 3; oscillation electric field generating means 5 for generating the oscillation electric field Es between the jump electrode member 4 and the toner holding body 3; and air flow forming means 6 for forming an air flow Gf along a surface of the jump electrode member 4 opposing to the toner holding body 3, at least to a top end of the electrode member downstream of the toner holding body 3 in the rotation direction.
