An abutment member 13 abutted on the developer 9 on a developing sleeve 4 by the uniform pressure is provided in the developer containing section 12 on the downstream side of the toner replenishing port 8a and on the upstream side of a doctor 6 in the developer transporting direction by the developing sleeve 4. In such a manner, distribution and movement of the developer 9 in the direction orthogonal to the developer 9 transporting direction by the developing sleeve 4 in the developer containing section 12 is respectively straightened so as to become in a nearly uniform state, and the taken in quantity of the toner in the developer containing section 12 in the direction orthogonal to this developer transporting direction and the charge quantity of the toner taken in the developer containing section 12 is averaged.
