To provide a developing roll with a surface layer which retains releasability to a toner and wear resistance, does not cause surface stain to an image, does not thermally deteriorate an elastic layer in production, can follow the deformation of the elastic layer and has low surface roughness and to provide a developing device with the developing roll.
In the developing roll 10 with a core shaft 1, an elastic layer 2 and a surface layer 3, the surface layer comprises a tetrafluoroethylene- hexafluoropropylene-vinylidene fluoride copolymer (FEPB). The proportion of tetrafluoroethylene in the FEPB is preferably 40-60% and the melting point of the FEPB is preferably ≤185°C. The surface roughness Rz of the developing roll is preferably ≤4 μm and the coefficient of surface friction of the developing roll is preferably ≤0.4.
