PURPOSE: To easily use and handle an applying device by providing a liquid siphoning apparatus between a liquid contained in a liquid container and an application tip to interrupt a filling process of the liquid to a capillary liquid reservoir when the application tip is pointed in a downward direction.

CONSTITUTION: An applying device 10 has a protruding applicating tip for writing from a bottle neck of a liquid container 11, a continuous capillary liquid reservoir 15 is covered with a tube 22, and the edge of the capillary liquid reservoir is extended to the bottom 18 of the bottle to convey a liquid 17 from clearance. An air inlet tube 13 is provided along the tube wall 23 of the tube 22 to connect an interior space 25 to the surrounding atmosphere 14, facilitating to convey the liquid 17 to the capillary liquid reservoir 15. The liquid contained in the capillary liquid reservoir 15 is applied when in use, the application tip is pointed in a downward direction and the liquid conveying to the capillary liquid reservoir is interrupted.
