SOLUTION: The device 3 for balance control is provided with a feed-forward compensation part 31 to calculate the feed-forward compensation amount utilized for the feed-forward control of the control amount, a feed-back compensation part 32 to calculate the feed-back compensation amount utilized for the feed- back control of the control amount, and an adding part 33 to calculate the control amount u by adding the feed-forward compensation amount to the feed- back compensation amount, and composes the 2 degree of freedom control system.
