PURPOSE: To enable an operation without occuring fault and requiring skillfulness by arranging a clean-working part composed of a discharging device for discharging turning to the outside with compressed air through a recessed part in an intermediate member.
CONSTITUTION: 'The recessed part opining a periphery' 21 which is permissible to advance a bar steel part waiting the shearing sampling of the bar steel to be executed next while remaining in a stationary member in the condition of shearing sampling the part using a bundle of the reinforcing bar steel by the intermediate material 5, is arranged. An edge 22 for cut off the tip of the bar steel advanced into this recessed part 21, is arranged. The clean-working part composed of the discharging device for discharging the turning cut off by this edge 22 to the outside through the recessed part 21 by using the compressed air, is arranged on the intermediate material 5. By this method, the device which is light in weight and has few parts and is quickly executed in sure movement, can be provided.
