Further, measuring means 19a to 20b measuring rolling direction displacements on the working side and the drive side of a pair the work rolls 11a, 11b, a roll gap calculator 21 which is a rolling down position adjusting means adjusting rolling down positions on the working side and the drive side to a pair of the workrolls 11a, 11b according to the rolling direction displacements measured by these measuring means, a rolling down position setting device 22, and rolling down devices 18a, 18b, are provided.
