A guide plate 6 for clogging the rear part of the periphery of the rotary blade shaft 4 in its moving direction when the rotary blade shaft 4 is moved in its peripheral direction while digging soil and sand, and further a discharging cylindrical member 7 for lifting the dug soil and sand on the ground and a means 8 for discharging the soil and sand outside are disposed around the periphery of the rotary blade shaft 4.
