A device 1 of determining an application execution terminal comprises: a vehicle usage possibility determination unit 21 calculating a relative distance between a portable information terminal 10 and an on-vehicle information terminal 11, and determining the possibility that a user uses a vehicle on the basis of the relative distance and a user schedule; a battery residual quantity calculation unit 22 calculating a battery residual quantity of the portable information terminal 10 after an application is executed on the basis of application information; and an execution terminal determination unit 23 determining whether or not the application should be executed at the portable information terminal 10 on the basis of the battery residual quantity of the portable information terminal 10, and proposing that the application is executed at a platform other than the portable information terminal 10 in the case that it is determined that the application should not be executed at the portable information terminal 10.
