To provide a device for determining with a new method that a vehicle is traveling.
A radio receiver specifies a change of the RSSI voltage linearly related to intensity of a radio signal during a reception period of the radio signal (120) based on reception of the radio signal from a radio transmitter mounted on a wheel of one's own vehicle (110), and determines that the one's own vehicle is travelling (140) based on the maximum amount of change exceeding a reference amount of change (130). The radio receiver compares a change of the RSSI voltage with the lapse of time during the reception period with the relation between the RSSI voltage and angle, and on the basis of the comparison, when a part similar to a change pattern of the RSSI voltage with the lapse of time exists in the relation between the RSSI voltage and angle (150), the radio receiver considers the angle width of that part as an angle of rotation of the wheel during the reception period, and specifies the travelling speed of the one's own vehicle based on that angle (160).
