PURPOSE: To provide a moving picture encoding device capable of smoothly recovering from errors for cell loss by reducing the cell loss generation rate in the intra-coding area which is generated due to the low correlation between frames when the scene is changed.
CONSTITUTION: The device is provided with an encoding part 12 having an encoding mode intra-frame encoding an input moving picture signal and an encoding mode to encode intra-frames, mode selection circuit 24 selecting an encoding mode, and scene change discriminating circuit 25 discriminating the change of scene of the input moving picture signal based on the selection state of an encoding mode. The mode selection circuit 24 sets the intra-frame encoding area periodically in the screen of an input moving picture signal and performs refresh movement to move the area for each screen and is provided with a function changing the cycle of the refresh movement when the scene change discriminating circuit 25 discriminates the change of scene.
