PURPOSE: To eliminate motion different from one during a stationary operation at a bobbin changing arm side without requiring enlargement in size of a roving exchanging device and rise in height of a preliminarily roving winding rail when a slightly wound bobbin is delivered between a bobbin gripping device and the bobbin changing arm.

CONSTITUTION: A bobbin gripping device 26 for temporarily holding a pair of slightly wound bobbins removed from a creel at the beginning of a roving exchanging operation until completion of the roving exchanging operation is attached to the rear part, in the advance direction during roving changing operation, of a roving changing machine 12. The bobbin gripping device 26 is arranged on a holding arm 37 and rotated and arranged together with the holding arm 37 at a bobbin delivery position and a waiting position by operation of an air cylinder 39. The bobbin gripping device 26 and the holding arm 37 together with a supporting plate 34 are raised and lowered by a rise and fall mechanism by a stroke larger than the length of a peg to which a slightly wound bobbin is stuck.
