To match a device to various purposes without slightly changing a valve device or by slightly changing it by determining the spring force so that the device has a prescribed operating force demand.
An operating member 12 is held in the non-operating position of a support part 10 for instructing a valve device 14 and the operating member 12 by a spring 7. The spring 7 is fastened between the operating member 12 and the support part 10. An operator operates a device by turning the operating member 12 against the force of the spring 7. A transmitting member 9 transmits the stroke corresponding to the longitudinal turning to the valve device 14. The valve device 14 supplies a pressure to a load device 1 connected thereto through a working connecting part 19 from a pressure accumulator 15 connected thereto through an accumulator connecting part 16. The value of the pressure to be supplied depends on the angle of turning or operating stroke of the operating member 12. According to this, the operating force demand of the device can be easily changed by the change of the spring force.
