This device is provided with a first cable rack which is provided with a guide rod which is connected in freely rockable way to the upper end part of a transporting arm and supported in freely rockable way and freely movably in the axial direction in a cable fixing part, an intermediate supporting body which is provided freely movably along the axial direction of the guide rod on the guide rod and a pair of rack arms which are connected to each other in freely rockable way and one rack arm of which is connected to the cable fixing part in freely rockable way and the other rack arm of which is connected to the intermediated supporting body in freely rockable way and a second cable rack which is provided with a pair of rack arms which are connected in freely rockable way to each other, one rack arm is connected to the upper end part of the transporting arm in freely rockable and the other rack arm is connected to the intermediate supporting body in freely rockable way.
