The device further includes a decompression control means controlling the decompression pump. The decompression control means continuously repeats a decompression step of changing the air pressure inside the airtight part to a decompression state not less than the threshold value air pressure, and a pressurizing step of changing the air pressure inside the airtight part from the decompression state to a normal pressure or a wide-range normal pressure state higher than the decompression state but lower than the normal pressure, predetermined times without suspending to control the decompression pump, and the minimum air pressure of the decompression step is an air pressure corresponding to an altitude of 100 m or above.
