In each control department which controls the partial systems, there are arranged a partial system memory 430 which stores system data and connected equipment data of the control department by associating them with each other, a system data integration unit 420 which integrates the connected equipment data of an own control department and the system data and equipment data with the other control department which exists in a specified range including the own control department, and an analysis operation unit 440 which performs analysis operation by using the system data and the connected equipment data which are integrated by the system data integration unit 420.
