In an evaluation value calculation part 211 of a process priority order calculation part 210, an evaluation value is calculated relating to a process of process hysteresis 1520 read from a process hysteresis read part 203. In the evaluation value calculation part 211, an evaluation value 1550 calculated in the above is recorded in an evaluation value recording part 212. A process line up part 213 reads an evaluation value of all the processes from the evaluation value recording part 212. The process line up part 213 rearranges the process by an order of the evaluation value. The process line up part 213 outputs a process priority order 1560.
