A start controlling device (100) includes a temperature detection means (42) detecting temperature of the engine (10) and a control means (41) which, when starting the engine in the cold, (i) controls a fuel supply means (16) not to supply fuel till negative pressure in an intake passage (12) of the engine reaches a predetermined negative pressure, controls an air amount regulating valve (15) so that an opening degree of the air amount regulating valve becomes a close side, while controlling a motor (31) to rotate the engine, (ii) after the negative pressure reaches the predetermined negative pressure, controls the fuel supply valve to supply fuel, (iii) after a period according to the detected temperature elapses from a time point when fuel supply is started, controls an ignition means (17) to ignite supplied fuel and controls the air amount regulating valve to increase the opening degree.
