This device is provided with an engine starting permission output control processing means 91 which does not output engine starting permission when reading the engine rotational speed, determining whether or not the engine rotational speed takes a value within a previously set starting prohibition area, and taking the value within the starting prohibition area by the engine rotation speed, and outputs engine starting permission when the engine rotational speed takes a value outside the starting prohibition area, and an engine starting control processing means 92 to start an engine when outputting engine starting permission. When the engine rotational speed takes the value outside the starting prohibition area, engine starting permission is not outputted, and the engine is not started, therefore, occurrence of large vibrations accompanying engine starting in the engine rotational speed can be prevented.
