To provide a device and method for decomposition of organic halogen compounds having a equipment constitution such that organic halogen compounds can be decomposed at normal temperature, the device which can realize the reduced device cost, the safe and inexpensive operation at normal temperature by miniaturizing the equipment constitution.
Most of dioxins in an ash 1 are extracted by a toluene extracting agent 12 in an extraction tank 11, and the extracted liquid is concentrated in the extraction tank 11 to obtain a treated liquid A containing a part of residue. Then the concentrated treated liquid A containing a part of residue is dissolved in an alkali alcohol solvent 14 in a dissolution tank 13 to obtain a treated liquid B containing a part of residue. The treated liquid B is formed into thin films, which are then irradiated with electron beams 26 from an electron beam irradiating means 25 to decompose all organic halogen compounds such as dioxins.
