When a component which is not registered in a registration database needs to be arranged on circuit diagram data in circuit designing, a dummy symbol as dummy registration information is used. In this dummy registration information, the dummy symbol and a dummy component number (dummy part) are made to correspond to a dummy footprint, so circuit diagram data can be completed by arranging the dummy symbol, so that the circuit drawing data can be supplied to a substrate layout process at this point of time. Consequently, layout operation can be started early in the substrate layout process.
