To provide a motion vector detecting device for reducing an operating amount for detecting a motion vector and also preventing the deterioration of image quality, and to provide a motion vector detecting method.
The motion vector detecting device comprises: a first motion vector detecting circuit 141 for detecting the respective motion vectors as first motion vectors, by each field between encryption object image and a reference image by precision of not less than one pixel unit; a first motion vector extracting circuit 142 for extracting the first motion vector from the plurality of detected motion vectors in response to the predetermined number of reduction; a selecting circuit 143 for selecting the plurality of first motion vectors detected by the first motion vector detecting circuit 141 or the first motion vector extracted by the first motion vector extracting circuit 142; and a second motion vector detecting circuit 151 for detecting the motion vector by precision of less than one pixel as the second motion vector, based on the first motion vector selected by the selecting circuit 143.
