PURPOSE: To eliminate moving amount erroneous detection by forming the picture data of plural hierarchies with different resolutions by using input pictures and forming the activity data of the plural hierarchies indicating the high frequency components of the picture data of the respective hierarchies based on the data.
CONSTITUTION: In this moving amount detector 1, the picture data of inputted original pictures are inputted to a blocking circuit 2 and successively blocked by a prescribed size. The blocked picture data of the original pictures are respectively inputted to the frame memory 3 and evaluation value calculation circuit 4 of a hierarchy (1), the average value hierarchizing circuit 5 and activity hierarchizing circuit 6 of the hierarchy (2) and the activity hierarchizing circuit 7 of the hierarchy (3). In the average value hierarchizing circuit 5 of the hierarchy (2), an average value hierarchizing processing is conducted by an arithmetic operation and input to the blocking circuit 8, frame memory 9 and activity hierarchizing circuit 6 of the hierarchy (2) and the average value hierarchizing circuit 10 of the hierarchy (3) is respectively performed. In the circuit 10, the inputted picture data of the hierarchy (2) are used, the average value hierarchizing processing by the arithmetic operation is conducted and the picture data of the hierarchy (3) are defined.
