Abstract:
PROBLEM TO BE SOLVED: To provide a device and a method for detecting abnormality in traffic flow which can securely detect outbreak event on a road with small error.
SOLUTION: A decision part 22 of a computer 11 computes the lane utilization rate for some lanes of a multi-lane road and decides that an outbreak event has occured on the road, if the computed lane utilization rate devices greatly from a value which is normally about 0.5.
