The filler on the surface of the PC steel strand can be scraped off by the sliding of the scraper 56 on the PC steel strand following the withdrawal of the PC steel strand 16 from the unbonded sheath 18. The filler scraped off by the scraper can be discharged from a discharge port 31 provided in the hollow case body 30 to the outside of the hollow case body.
