PURPOSE: To enable desired file conversion by automatically generating the starting order of converting tools when the plural file converting tools are existent.

CONSTITUTION: A conversion correspondence table 13 previously describes which file converting tool performs conversion from which file form to which file form, a conversion path preparation part 14 automatically prepares a conversion path showing which tools are combined for performing the desired file conversion while referring to the conversion correspondence table 13, and a file converting tool starting part 15 starts the respective file converting tools according to the prepared conversion path so that the file in the desired file form can be provided.
