An image pickup section 20 picks up image data of a delivery ship. A bar code read-out control means 11 detects a position of bar code and detects a position of an object region to be recognized of letters using the above position as reference. A letter recognition means 12 recognizes letters for a regional code and delivery conditions within the object region to be recognized of letters. A regional code processing means 13 retrieves regional information by a region database 31. A distribution route processing means 14 retrieves a distribution route and a distribution time by a delivery database 32 and calculates a delivery time. A fee calculation processing means 15 retrieves a fee by a fee database 33 and calculates the fee. An output means 16 controls outputs of the processing results including the distribution route, the delivery time and the fee calculation result. A control section 10 has above means and controls the whole device. A storage section 30 contains the respective databases. A printer section 40 prints out the processing results. A display section 50 displays the processing results on a screen.
