An optimum optical parameter 22 at the time of picking up the image of scenery 21 through a camera 1 is measured and stored by the automatic exposing function or the like of the camera 1 and a background image 23 picked up with the parameter value is stored. Next, concerning scenery 24 changing the scenery 21 in lightness, a newly measured optical parameter 25 is compared with the stored optical parameter 22. In this case, since both parameters are different, the change in lightness is judged and the stored background image 23 is updated by a background image 26 picked up with the optical parameter 25. Since the change in lightness is detected from the change of the optical parameter, processing is simplified.
