To shorten the time for transmitting/receiving voice information between terminals via an IP network.

A selection signal receiving part 102 receives selection signals constituting a part of a telephone number from a terminal 20 and sequentially stores them in a selection signal storage part 103. A main control part 100 sequentially judges whether or not transmitting destination information in which the selection signal stored in the selection signal storage part 103 and the telephone number stored in a transmitting destination information storage part 104 are described coincides with a part constituting the same digit of the selection signal simultaneously as reception of a voice signal concerning the digit. A transmission/reception processing part 105 immediately executes transmission processing for sequentially transmitting voice information (the selection signal corresponding to the telephone number, etc.) to a partner terminal when it is judged that the transmitting destination information coincides with the part by the main control part 100.
