To reproduce a moving image which gives less visually unnatural feelings by shortening a reproduction time not to have a frame-missing, so as to display a frame.
At first, an input buffer 101 inputs the moving image which is constituted with information formed by discrete cosine conversion. Then a variable length decoder 102 and a reverse quantizing part 103 extracts a macro block from the frame constituting the moving image. A reverse DCT part 104 performs the reverse discrete cosine conversion concerning a partial area in the extracted macro block, so as to generate reverse conversion information. The reverse conversion information is enlarged, so as to generate a decoding image corresponding to the macro block. Then, an adding part 108, a format converting part 109, and a D-A converting part 110 aggregate the generated decoding images, so as to generate the frame to be reproduced.
