To provide a pumping device that has a simple mechanism, can pump deep water with low energy, and is economically advantageous, and a pumping method using this pumping device.
This pumping device comprises long-sized inner pipe 1 and an outer pipe 2 in a double shape reaching from a sea surface to deep water depth, a rotating means 7 in an inside opening 6 at the bottom of an inner passage 4 in the inner pipe 1, and a pumping means 11 in an outside opening 10 at the bottom of an outer passage 8 with an annular cross section formed between the inner pipe 1 and the outer pipe 2. The rotating means 7 is formed so as to rotate receiving feed water pressure of seawater fed from a feed water pipe 5 at the closed upper end of the inner passage 4, and the pumping means 11 is formed so as to rotate together with the rotating means 7, pump deep water from the outside opening 10 into the outer passage 8, and recover the water from a recovery pipe 9 at the closed upper end of the outer passage 8.
