To record an accident from immediately before to immediately after it without discontinuity by not erasing but maintaining image data up to the point in a memory device when trigger data is input in a trigger data input device.
First, an image viewed by a digital video camera from an automobile roof is taken into an image data input device as image data 1. The image data 1 is always recorded in a memory device as digital data. When a traffic accident happens, a control device starts up a main memory device after trigger data is generated. During the startup, the memory device continues to record image data 2. After the startup, image data 3 thereafter is recorded by the digital video camera. At the same time, recording by the memory device stops and overwriting is stopped. In this way, all of the image data 1 immediately before the accident, the image data 2 from the trigger data generation until the startup of the main memory device, and the image data 3 after the startup thereof can be recorded.
