A recording and reproducing device, which issues read/write commands in each plural frames during a time slot period and makes a head access a recording medium according to the issued read/write command, rearranges order of issuing the read/write commands for the plural frames so that a moving amount of the head is minimized when the head accesses the recording medium, while the device unifies the read/write commands for individually reading or writing on the consecutive recording areas into one, among the read/write commands of rearranged issue order for the plural frames. In such a manner, the moving amount of the head is reduced and the number of seeking is minimized, therefore, it is possible to increase a data amount recorded and reproduced per a time slot.
