Rotational control is performed by rotating a first spindle 4 and a second spindle 5 facing each other forward and backward to make a circumferential speed constant. A rolling roll die 3 is mounted to the front end of the first spindle 4, and a sector gear 2 is mounted to the front end of the second spindle 5 through a sector gear holder 21. The sector gear holder 21 is formed into a structure to be directly connected to an inner ring 18b of a bearing body 18 bearing the second spindle 5 to enhance rigidity. Rotational control and pressing control of the two spindles are accurately performed by the control of a CNC device, and a tooth part of the sector gear is rolled by a brief operation at the spindle front end.
