To calculate, in a radio communication network which performs information transmission with a moving body, a transmission route to be used by each moving body in a manner to satisfy a tolerable transmission delay time, while taking into consideration a transmission route used by another moving body.SOLUTION: A priority is set to a representative node which indicates a substitute for a train 10 for each section which sections a railroad. A transmission route from the representative node to an end node is calculated in order based on the priority. The transmission route is calculated based on a node network, in which transmission load times between each node in the case of transmitting a corresponding request transmission amount on the transmission route for the conventional representative node are integrated, and transmission load times between each node in the case of transmitting a corresponding request transmission amount for the representative node of the present time, so as to search for a transmission route in which a total transmission load time from the representative node of the present time to the end node satisfies a predetermined tolerable condition.SELECTED DRAWING: Figure 2
