To provide a web feeding device and a web feeding method capable of enhancing accuracy in measuring the splicing diameter of a web wound around a reel, in which web splicing can be performed not manually, but automatically, then, suppressing an error in web-splicing.
A web feeding device includes: a member 30 to be measured which can be brought into contact with a web W wound around a reel 12; a first distance measuring part 40 for measuring a distance from the member 30 to be measured in the state of being brought into contact with the web W wound around the reel 12; and a second distance measuring part 42 for measuring a distance from the reel 12. The web feeding device further includes a timing determination part 52 configured to determine as timing of performing the web W splicing operation, when a difference between the distance measured by the first distance measuring part 40 and the distance measured by the second distance measuring part 42 becomes a predetermined value.
