Abstract:
PROBLEM TO BE SOLVED: To reduce the number of times of conditions where a terminal is blocked from access to a network because a cell can not be selected and to enlarge the service area of the network for a certain degree.
SOLUTION: In order to permit the selection of the cell in a cellular mobile radio network terminal in a standby state, a parameter for indicating transmission quality relating to the cell is calculated. In the case that the parameter is provided with a value sufficient for a cell selection threshold value, the set-up of calling relating to the terminal regarding the cell is permitted. In the case that the parameter is not provided with the value sufficient for the cell selection threshold value but is provided with the value sufficient for a cell non-selection threshold value lower than the cell selection threshold value, a part or all of functions relating to the set-up of calling relating to the terminal regarding the cell is permitted.
