To utilize a desired service only by carrying an IC card during a travel by automatically preparing a desired travel plan on the basis of the data of a previous travel recorded on the IC card.

A user to prepare the travel plan inserts an IC card 8 to an IC card R/W 7 connected to a personal computer(PC) 1 and the travel data up to the last time recorded on the card are read. In the PC 1, the place and date/time of departure are displayed on a picture part 3 inside a display 2, the place and date/time of arrival are displayed on a picture part 4, the travel plan is displayed on a picture part 5 and the list of services of a specified traffic institution is displayed on a picture part 6, respectively. Then, the PC 1 inputs the decision of the travel plan by inputting the instruction of whether the travel plan is to be prepared or changing part of the travel plan while utilizing the last travel data and records the decided travel plan on the IC card 8. Thus, the user can easily prepare the travel plane before the travel.
