The device is provided for producing a large number of suspended particulate matters, and includes: a solution supply part for supplying a solution containing particulate matter becoming the base of the suspended particulate matter as a solute; a capillary tube-like first electrode receiving the application of first potential to discharge the solution, which is supplied from the solution supply part, from its leading end hole as liquid droplets, a second electrode receiving the application of second potential having predetermined potential difference with respect to the first potential, arranged in opposed relation to the hole at predetermined intervals and having a structure enabling the liquid droplets containing the particulate matter to pass; a voltage applying part for producing predetermined potential difference between the first and second electrodes; and an air flow producing part for producing the air flow going toward the second electrode from the first electrode.
