The device 190 for controlling the addition amount, which is used in a cement production process in order to control the amount of the additive material containing the target component, includes: a concentration acquisition part 191 for acquiring the measured concentration of the target component in the product; a prediction part 194 for predicting the future concentration of the target component in the product and the addition amount of the additive material over the future on the basis of a process model by using the measured concentration of the target component in the product and an amount of change of an additive ratio of the additive material by an operation in the past; an addition ratio calculation part 195 for calculating the addition ratio of the additive material to be added at the present on the basis of evaluation of such a surplus portion that the predicted concentration of the target component in the product exceeds the predetermined target value to one side thereof and the predicted addition amount of the additive material; and an addition indication part 198 for indicating the addition of the additive material at the calculated addition ratio.
