The device is provided with a network memory unit 7 memorizing a network data, containing segment data which represent a passage in a route guiding range, and point data representing a segmenting point of the passage by a guide map; a shape memory unit 8 for storing 3-D shape data in the range; an input unit 1 for inputting a starting point and a destination; a route searching unit 4 for searching a guide route, connecting the starting point and the destination based on the network data; a viewing point selection unit 10 for selecting a plurality of positions of viewing point candidates; a viewing point evaluation unit 6 for calculating the evaluation value of visibility for each candidate; a guiding map forming unit 9 for forming the guiding map, by determining the viewing point from among the plurality of the candidates, and projecting the 3-D shape data from the determined position of the viewing point; and a presentation unit 3 for presenting the formed guiding map to a user.
