To provide a device for pulverizing and agitating construction surplus soil or the like which securely performs the pulverization of mixed materials within a space for scratching while scratching the soil adhered to the inner peripheral wall of a drum case by stones which are dashed by the tip of a tilling nail.

A mixed material such as granite soil, dehydration cake or the like is agitated and mixed within the drum case 15 by rotating a rotary processing body 12, and is discharged from an exhaust port 19. Then, a plurality of crushing nails 35 are projected on the circumference of the axis of the rotary shaft 23 of the rotary processing body 12. The tilling nail 35 used for a tilling device for agriculture is used as the crushing nail 35, and the tilling nails 35 are projected and arranged at predetermined nail intervals L on the spiral center line of the circumference of the axis of the rotary shaft 23. The space H for scratching, which is comprised of a space for allowing the passage of a stone included in a meterial, is formed between the rotation locus of the tip of the tilling nail 35 and the inner peripheral wall of the drum case 15.
