To provide a simple parking regulating device and a transmitter to promote the installation of a device capable of suppressing parking of an unpermitted vehicle in a parking space for a physically handicapped person.

The parking regulating device 2 of simple constitution dispensing with equipment other than a body and drivable by a battery to dispense power source construction is installed in the parking space 1 only for a physically handicapped person. The transmitter 5 given only to a physically handicapped person is usable without registration to the parking regulating device 2, and a regulating part 3 is brought down by the operation of the transmitter 5 to permit parking. For safety, a system is constructed such that an identification code of the transmitter 5 operated for parking is recorded in the parking regulating device and that a rising signal for the regulating part other than this transmitter is not accepted until leaving. The transmitter has a function of limiting the fixed times of use so as not to be illegally acquired and used, and long-term illegal use can be eliminated by requesting a procedure for renewal after the stop of a transmitting function.
