To provide a device for supporting route passing preferentially by correcting the time to pass respective traffic lights on the traveling route of an emergency vehicle matched with the speed change of the emergency vehicle.

The server 100 of this invention comprises a traveling speed calculation part 112 for calculating a traveling speed on the basis of a route to a destination and a traveling position from the emergency vehicle 120 loaded with a GPS function, a passing time calculation part 114 for calculating the time to pass the traffic light on the route beforehand, a display control part 118 for controlling the traffic light so as to give the passing priority matched with the time to pass the traffic light, and a speed determining part 110 for determining whether or not the calculated traveling speed is within a traveling speed category corresponding to the immediately before traveling speed calculated immediately before. When the traveling speed is not within the traveling speed category by the decision, the time to pass the traffic light on the route is calculated again by the passing time calculation part 114 and the display of the traffic light is controlled so as to give the passing priority matched with the calculated passing time by a display control part 118.
