A plurality of pairs of conductive portions 8 and 19 is arranged separated, in a pedestal part 6 and a cutter 16, thereby enabling the measurement of a static capacitance between each pair thereof. Thus, the board thickness D of the recessed groove 2 part of an instrument panel 1 at a plurality of positions arranging the conductive portions 8 and 19 can be measured. Thus, the dispersion in board thickness D of the recessed groove 2 part, if it occurs, can be determined. The recessed groove 2, having high board thickness accuracy without dispersions, can be easily formed by adjusting a device to correct the determined dispersion.
