PURPOSE: To make diagram recognition irrespective of the direction of diagram, by implementing a histogram with a polar coordinate system which uses the center of gravity fixed to the diagram as the origin.
CONSTITUTION: A picture which is temporarily stored in a picture memory 1 is taken into a center of gravity detector 2 and the center of gravity of the picture is detected. A polar coordinate system histogram implementing device 3 takes in the center of gravity detected by the detector 2 and the picture of the picture memory 1, and implements a polar coordinate system histogram which uses the center of gravity of the picture as the origin. A discriminating device 4 takes in the polar coordinate system histogram implemented by the implementing device 3 and discriminates the diagram of the histogram and outputs the discriminated diagram to an output device 5.
