In the start-up of an engine in the cold, a fuel amount adjusting rack 3 is energized by a start spring and positioned to the start-up amount increasing position St. A bimetal 40 is arranged on a fuel injection pump 2 so as to face the amount adjusting rack 3. In the start up of the engine in the warm, heat having the specified temperature or more is applied to the bimetal 40, the bimetal 40 is thermally deformed, the amount adjusting rack 3 is pressed to the fuel amount decreasing side L against energizing force of the start spring, and the amount adjusting rack 3 is positioned in the start-up amount increase regulating position SSt deviated from the start-up amount increasing position St to the fuel amount decreasing side L.
