PURPOSE: To restrain a governor force input lever from being overshot to a fuel increment side by dint of inertial force whenever a spring force input lever is received by a fuel limiter by interposing a damper between both these spring and governor force input levers.

CONSTITUTION: A mechanical governor rocks both spring and governor force input levers 2 and 3 by dint of unbalanced force lying between spring force 7 of a governor spring 4 and governor force 8 to be produced in a governor weight 6, metering and shifting a fuel metering part 10 of a fuel injection pump 9. In addition, the spring force input lever 2 rocking in the fuel increment direction is received by a fuel limiter 11, regulating a fuel limiting position of the fuel metering part 10. In this case, a damper 12 is interposed between both these levers 2 and 3. In succession, in the case where the governor force input lever 3 has tried to be overshot to the fuel increment side, this overshooting motion is checked by this damper 12.
