When engine speed decreases to a predetermined negative torque control rotation range 54 due to increase of an engine load, a negative torque control lever 52 is oscillated by unbalance force between negative torque control spring force 53a and governor force 6a. For moving a fuel metering rack 8 to a fuel reduction side according as the engine speed decreases, the negative torque control lever 52 and another governor component lever 3 are respectively provided with spring engagement parts 52a, 3a and respective ends of the negative torque control spring 53 of a tension spring structure are engaged with the respective spring engagement parts 52a, 3a. For performing intake air supercharging, a boost compensator 16 is provided, a boost lever 39 is oscillated by unbalance force between boost pressure 24 of the supercharging and a boost spring 44, and the boost lever 39 limits fuel increasing of the fuel metering rack 8.
